Kara Russell is the Cultural Resource Team Leader for Architectural History, responsible for supervision of the Architectural Historians and Archaeologists based in PennDOT Districts 3,4,5,6 and 8. She also serves as the Department’s senior Architectural Historian providing technical guidance and policy for issues concerning historic resources. She is responsible for assisting the Cultural Resource Section Chief and other Department staff in the development and integration of the Department’s cultural resource program into the planning, design, construction and operation of transportation facilities in Pennsylvania. She has been with the Department since 1999. She received her Master of Arts in Urban Affairs and Public Policy, with a specialization in Historic Preservation, from the University of Delaware. She received a Bachelor of Arts degree in History from John Carroll University.
